Short Bio

Dr. Mario Baumann is a senior policy fellow in DGAP’s Center for Security and Defense. His work focuses on issues related to European security, relations between Russia and Europe, Russian foreign and security policy, and, in particular, hybrid threats posed by Russia.

Previously, he spent three years working as an independent consultant on an EU project of the European Commission that focused on independent Russian civil society.

Baumann is the author of the book How the EU and Russia Narrate the World: Struggling for Recognition (Routledge, 2025). In it, he examines the interaction between Russian and EU foreign policy discourses in the two decades leading up to Russia’s full-scale invasion of Ukraine.

Before receiving his PhD from the University of Kent, Baumann earned a master’s degree in international security studies at the University of St. Andrews. His bachelor’s program in international relations at TU Dresden included studies abroad at St. Petersburg State University.
