Short Bio
Dr. Georgios Kolliarakis is a senior associate fellow at DGAP. He works on the intersection of security and technology policies, particularly on issues of emerging security threats, strategic foresight, and the transfer of evidence to policy.
Since 2024, Kolliarakis is a coordinator with the European Union’s Dual Use Export Control Global Programme (Foreign Policy Instrument/European External Action Service). In addition, he advises national ministries and international bodies – including the European Commission, the European Defence Agency, the Federal Foreign Office, and the German Armed Forces on matters of security-related technologies, cyber/hybrid threats, critical infrastructure, and international security, as well as on forward-looking planning. As a senior associate fellow at the Vienna Centre of Societal Security he deals with issues of security policy and security research.
Since 2023, Kolliarakis contributes his expertise to the EU Strategic Foresight Hub (EEAS). He is a member of the German DIN Interdisciplinary Working Committee on Artificial Intelligence Standards, the World Economic Forum Expert Network, the World Future Studies Federation, the International Network for Government Science Advice, and the European Association for the Studies of Science and Technology.
Following his engineering studies at the National Technical University of Athens, he earned a master’s degree in political geography at the University of Bonn and a PhD in international politics at the Ludwig-Maximilians-Universität München.
